No Talking
The state congress of Nuevo León has banned the use of cell phones by on-duty police, so as to reduce the police's cooperation with organized crime groups. This is an odd tactic in that it doesn't really get at the root of the problem; it's not that dirty cops have cell phones, but rather that so many cops are dirty. Banning patrol cars would also make police less useful for criminals. Of course, as with the cell phone ban, it would make the police (including the honest cops) less effective for the rest of the population.
