Shocking That This Guy's Dirty
The harbormaster in Manzanillo, where 80 tons of ephedrine have been discovered on two different occasions in recent weeks, was arrested on Thursday for links with organized crime.
I think you mis-translated his title. "Capitán de puerto" is a harbor-master -- the chief operating officer for a seaport -- a good guy to have in your pocket if you're in the smuggling business.
