Submarines and Borders

The Washington Post has a pair of Mexico articles up today, the first about the new anti-drug border policy, the second about the increased use of submarines to sneak cocaine from Colombia to Central America. 

I remember reading about sub-building manuals and materials being seized by Colombian authorities some years ago, and my reaction was one of shock and disbelief, as though they were building a moon rocket or something. As was the case with the authorities:
"When anti-narcotics agents first heard that drug cartels were building an armada of submarines to transport cocaine, they thought it was a joke."
And here we are today.
