Changes in the CNDH

New Human Rights czar Raúl Plascencia is setting up a kidnapping monitoring system that will measure the attention to victims and the rates of impunity. That's a good idea, though effective implementation is, as always, the key. Prominent anti-kidnapping advocates like Alejandro Martí signed on to the proposal as well. Perhaps there is hope for the new CNDH boss.
