Moving toward the Elimination of Municipal Police?

Calderón put forth a plan earlier this week to replace the municipal police departments with 32 state/federal district departments, which has already earned the support of the governors. (Presumably mayors won't be thrilled, but they aren't nearly as powerful a constituency.) In the same meeting of the National Security Council from which the proposal emanated, Genaro García Luna said that almost 70 percent of Mexican police have only "basic" education (which I believe means just elementary school), and only 4.5 percent have a degree.
