More Manifestations of Mexico's Tax Worries

Making the tax issue discussed in the previous post even more problematic, Mexico has the lowest tax collection rates in Latin America, just below Haiti. Still more worrying: despite numerous efforts to tinker with the tax code, Mexico's tax collection as a proportion of the GDP is two points lower today than it was twenty years ago.
