Emilio Álvarez Icaza, having fallen short in his attempt to win the top job at the National Commission on Human Rights (CNDH), announced the formation of a human rights NGO. The still-nameless organization will, among other goals, keep a close eye on the performance of the CNDH under Raúl Plascencia, the man who beat Álvarez.
