Falling Short

Reading up on Mexico's new trial system, I came across the following factoid:
[In 2008] Ciudad Juarez had 1,253 cases, but only six trials.
That's not murder cases, but total cases (and trials). In other words, the total number of criminal cases opened in Juárez was less than 85 percent of the 1,500 murders committed, to say nothing of the countless acts of robbery, assault, rape, extortion, et cetera.
