Scamming the Taxman

IVA, IETU, ISR, IEPS--it doesn't matter what abbreviation you throw in front of the tax, a quarter of Mexican businesses are going to ignore it. With oil prices low and Mexican production dropping, inmproving enforcement of the tax code would be a great way to compensate for the revenue shortfall.
