Reporting on Drugs

The Latin American Commission on Drugs and Democracy, headed by Ernesto Zedillo, Fernando Henrique Cardoso, and César Gaviria, has released its final report, which recommends the decriminalization of marijuana and a paradigm shift toward harm reduction. Gaviria said that the group didn't recommend legalization of harder drugs because it was unrealistic, and "you have to start somewhere." I wrote about the Commission a few months ago.
