The PRI is set to present a new anti-kidnapping law in the Senate:
The Senate is set to advance the creation of the Anti-kidnapping Law, with one constant throughout the 13 initiatives that will be merged to make it take shape, to put a brake on the professional kidnapping negotiators that operate without control on the national territory and that according to official information, are also responsible for the failure to rescue the victims.
I'd just like to say that it's striking how that lead was not in the least bit biased, especially the parts on negotiators. I've not read anything suggesting that the existence of negotiators supports the kidnapping phenomenon, but I'd be interested to read a more complete explanation of that theory.
