Reducing the Plurinominals

There is a plan in the Senate with tri-partisan support to get rid of the 32 plurinominal senators and cut the 200 plurinominal deputies down to 100. Removing the Senators alone will save Mexico about $20 million annually in salary and benefits for the legislators. The cashed saved doesn't strike me as much of a reason to get rid of them in and of itself; if you think the plurinominals make the system work better, $20 million is a drop in the bucket in a nation that generates almost $1 trillion annually in economic output. However, $650,000 does seem like a lot of money per senator.
