Ex-Soldiers

El Universal recently observed that two mid-sized Coahuila towns (Monclova and Piedras Negras) had each named ex-soldiers to head the local police departments. This is quite trend around Mexico, especially in this region. The cities with generals leading their police forces also include Saltillo (Marco Antonio Delgado) and Lerdo (Ignacio Ramírez, who also replaced a retired general). Elsewhere, cities from Juárez to Cancún have looked to retired military officers to lead their police departments. The article describes this process as being pushed from Los Pinos, which I hadn't heard before but sounds logical. I'd be interested to see a deeper look at the results in regard to public security for cities that place their police in the hands of generals.
