An End to the Torture?

Bickering over whether, in fact, the tactics León police were caught using amounted to torture: the mayor says No, it wasn't torture, but suspends the practice anyway; the local human rights ombudsman says thanks for suspending it, and Yes, as a matter of fact, it was torture.
