Placing Security ahead of Development
In his original 2010 budget proposal, you may recall, Calderón slashed security spending and amped up social development funds. In 2009, it turns out, a different phenomenon has been in effect: security spending has grown by 35 percent this year, while development spending has grown by only 25 percent.
