Taking Control

Another note about the army here in Torreón: a retired army colonel has been given control of the local jail, which has witnessed in the past year executions, attempted escapes, unexplained deaths, and, a few days ago, a search by the army that turned up guns and drugs. The colonel will be the third state security official with a military background.
