Whatever the case, the Interior Secretariat says that the army will only be concentrated in the electoral districts around the nation deemed "red flags". For its part, the IFE says it has its eye only 75 of the 139,000 voting centers around the nation, which seems willfully narrow focus. There are said to be 2,500 troops in Torreón, and they've been extremely visible since last week, which suggests that I am living in one of the red flags.

Army Presence
One topic of election conversation over the past couple of days has been whether or not the army will be or should be patrolling to ensure the integrity of the election on Sunday. That seems a bit problematic, since historically the groups that monkey with the vote aren't organized crime syndicates using high-powered weaponry that only the army can combat, but sticky-fingered political groups. Then again, using the local police for electoral intimidation wouldn't be unprecedented.
