This Week in Corruption

There were two pretty shameful examples this week, the first of which received surprisingly little attention: about 1.7 billion pesos (some $120 million) that the federal government transferred to state government for education expenses, about half of the total handed out, was diverted from its intended purpose (educative programs, teacher training, et cetera) and wound up in the pockets of some 11,000 non-teaching members of the SNTE, the education union. 

Second: the director of the National Lottery is alleged to have offered an illegal contribution of 6 million pesos (about $4 million) to the PAN gubernatorial candidate's campaign in Campeche. This episode is now being investigated by the PGR, Mexico's equivalent to the Justice Department.
