Opportunities
El Universal reports that Oportunidades, the successful social program that offers a monthly stipend to primarily rural families for keeping their children in school, has now been extended to urban areas. The article describes it as an attempt to combat the societal deterioration brought on by widespread drug violence. So far, only three cities have been signed up, and oddly one of them is Puebla, which isn't a major locus of drug violence. The others are Juárez and Ecatepec, in Mexico State.
