Wait a Sec
Torreón business groups, which represent the people most vulnerable to kidnappings, aren't blindly supporting Governor Humberto Moreira's proposal to apply the death penalty to kidnappers who murder their victims. Instead, the business leaders, understandably, want the governor to reduce impunity. Félix Pérez, the leader of the local Chamber of Commerce, said that the 20 kidnappers arrested in Torreón in the past year, accounts for only about 10 percent of the total.
