Spy Money
Mexico's intelligence agency, Cisen, will receive $17 million in equpiment from the US in the next two years. The article doesn't indicate if the money will be part of the Mérida Initiative, but I assume so. Going based on newspaper reporting, Cisen seems to have little role in attacking drug cartels, but the expectation is that this will increase the agency's counter-narcotics capabilities.
