Explaining Juárez's Problems

According to an UNAM study, 64 percent of Juárez residents between 15 and 24 years old neither study nor work. That leaves around 150,000 with nothing to do occupy themselves, which of course offers a fertile market for gang recruitment.

Do you know how that statistic compares with other Mexican cities?

None but I'll be looking. I suspect it's pretty bad elsewhere too. Actually now that i think about it there was a piece several months ago about Mexico State that had similar stats, let me see if I can scrounge that up.
