Ominous News from the Mexican Penal System

The CNDH says that nearly a quarter of Mexico's 429 jails are controlled by the inmates, which helps explain the several killings (some of them resulting in dozens of deaths) in Mexican jails in recent years. Mexico's security problem certainly is a many-headed dragon.
