Measuring Progress in Juárez

It's been 100 days since the We Are All Juárez program was initiated, and the federal government is publicizing its results on 160 different points of action. I've not read a detailed rundown of it all, but in a nutshell, the government seems to be saying that violence is slightly down, the government is behind schedule but struggling along on other issues, and that it has spent roughly $250 million in the city since the program was initiated.
