Signs that Mexico's military is perhaps not that immune from society's criticism: the Mexican Navy has issued (and made public) an order to its personnel to not fire on civilians at roadblocks when they refuse to slow down or try to flee. Roadblocks are frequently the site of civilian deaths at the hands of soldiers.
