Cabinet Changes

There have been eleven cabinet changes halfway through Calderón's term. That seems like a lot to me, but it actually places him right about on track with both Zedillo's and Fox's cabinet, although Fox didn't have any changes during the first couple years of his government. In any event, the "infamous Montessori cabinet" probably shouldn't be anyone's model.
